| UTCA continues to monitor developments related to the federal spending freeze issued on Monday by the Trump Administration. Yesterday afternoon, the federal Office of Management and Budget (OMB) issued a new memorandum seeking to clarify that a temporary pause on federal spending only applies to programs related to climate and energy, Diversity, Equity and Inclusion (DEI), immigration, abortion, gender identity and foreign aid. While this memo appears to indicate that the vast majority of infrastructure spending will not be affected by this pause, we are seeking clarification to confirm this interpretation. Then, last night a federal judge temporarily blocked the spending freeze on grants that have already been awarded by the federal government. A hearing on this case will take place at 11am today. In addition, 23 states, including New Jersey and New York, have also filed suit to block this funding freeze. Please know we will continue to provide updates on this matter as they develop.
