The New Jersey Department of Transportation (NJDOT) has released guidance to consultants, contractors and local public agencies on changes to the Disadvantaged Business Enterprise (DBE) program to comply with the new federal rule prohibiting gender and race-based preferences in contracts.
The guidance from the Division of Civil Rights which can be found here details how this new federal rule will impact New Jersey projects in both the pre-award and post-award stage.
